Downtown Revitalization Initiatives

posted 03/19/2025

Exciting changes are ahead for Baltimore’s downtown as the Downtown Partnership unveils a forward-thinking revitalization initiative aimed at breathing new life into the city’s core. A centerpiece of the plan includes a proposed 20-year property tax abatement to encourage the conversion of underused office buildings into modern residential spaces. This move is designed to bring more residents into the heart of the city, increasing foot traffic and supporting local businesses.

Alongside the tax incentives, the plan also outlines efforts to streamline the development process—making it easier and faster for projects to get approved and underway. By transforming vacant and outdated office space into vibrant living communities, the initiative hopes to create a more walkable, livable, and connected downtown area.

With these steps, Baltimore is setting the stage for sustainable urban growth and reimagining what downtown living can look like for years to come.
